The ocean is becoming crowded.
Fishing fleets need access to productive fishing grounds.
Shipping companies require safe navigation routes.
Tourism operators seek attractive coastal destinations.
Energy developers want offshore wind and renewable energy sites.
Conservation agencies need protected marine ecosystems.
Ports need expansion space.
Aquaculture operators need suitable production zones.
Governments seek economic growth through the blue economy.
The problem?
Most of these activities compete for the same marine space.
Without effective planning:
Historically, many marine decisions have been made sector by sector.
One agency manages fisheries.
Another oversees shipping.
Another regulates energy development.
Another handles environmental protection.
The result is often overlapping mandates, competing priorities, and inefficient use of marine resources.
Marine Spatial Planning (MSP) provides a solution.
MSP enables governments and stakeholders to organize marine activities in a coordinated, integrated, and ecosystem-based manner that balances environmental, social, and economic objectives.
This course equips participants with the practical knowledge and tools required to design, implement, monitor, and evaluate Marine Spatial Planning processes that support sustainable ocean governance and blue economy development.
And yes, we will examine why managing ocean activities one sector at a time often creates more problems than it solves.
Marine and coastal areas are increasingly recognized as critical sources of food security, biodiversity, climate regulation, energy production, transportation, tourism, and economic development. At the same time, growing demands on marine resources have intensified competition among users and increased pressures on marine ecosystems.
Marine Spatial Planning (MSP) is a public process for analyzing and allocating the spatial and temporal distribution of human activities in marine areas to achieve ecological, economic, and social objectives. MSP supports sustainable ocean governance by reducing conflicts among marine users, protecting ecosystems, improving decision-making, and promoting sustainable development.
MSP is widely recognized as a key tool for implementing ecosystem-based management, integrated coastal and ocean management, marine conservation, blue economy strategies, climate adaptation, and sustainable maritime development.
International frameworks supporting MSP include the principles promoted by the United Nations Educational, Scientific and Cultural Organization Intergovernmental Oceanographic Commission, the Convention on Biological Diversity, the International Maritime Organization, and the United Nations.
This course provides participants with practical skills to assess marine uses, engage stakeholders, conduct spatial analyses, design marine zoning systems, develop MSP frameworks, and support implementation and monitoring.
Through practical exercises, spatial planning simulations, policy reviews, stakeholder engagement workshops, and international case studies, participants will gain the expertise required to lead and support Marine Spatial Planning initiatives.
